Is a 1995 Toyota Corolla OBD-II compliant?

I know cars after 1996 are OBD II compliant overall, but some cars, particularly Toyota, were OBD II compliant before the required changeover. I can't find a solid answer with Google so I look towards the community and knowledgeable mechanics to help

Under the hood,look on the sticker that says something about model year of the car ,engine size and also conforms to EPA regulations,it should have letters OBDII in bold print.If so,then should have a OBDII connector plug under the steering column.
