Will Subaru's Coolant Conditioner resolve my problem?

I have a '02 Legacy Outback 2.5L with 89K. I am sure it has the phase II engine. I have a Coolant problem that Service Bulliten WWP-99 covers due to the sweet smell of burning Coolant, slow loss ofthe Coolant fill from the tank, and very,very light exterior

If it is leaking coolant then it is already too late. Don't drive your car or you risk warping the cylinder bores. The coolant conditioner bulletin was dated for use back when your car was 2 - 3 years old and is therefore a time sensitive measure. The
