Does anyone kn ow how to test slant fin radiators? I think one isn't giving off as much heat as it should.?

You've pretty much tested it yourself. Check to make sure you have good airflow both under the fin tube and above (the louver should be open). The fins themselves have to be very dirty to have much impact on heat output. After that you have to look
