When doing an oil change should the oil filter be changed first before draining the oil?

This is what I heard "On most European cars (Mercedes, BMW, etc) you have to take the filter element out first because there is about a 1/2 a quart of oil sitting inside the housing that will drain down to the pan when you change it.

REGARDLESS of what type of car you have, Asian, German, American etc, ALWAYS remove the oil filter first. Removing the filter first also allows air into system and makes draining of the old oil faster and ensures all the oil has drained. And yes you are
