1995 Honda civic taillights (running lights rear) will not operate with headlights on?

when the headlight/directional switch is in the parking lamp on (middle position) the tail light s are on but roll it to the headlights on and the taillights go off. Directional s and brake lamps operate normally..any ideas also all fuses are tested good

Your light switch is bad, it's a common problem, I've had to replace mine before on my Civic. If you check around on ebay for the "turn signal/wiper switch" for your car, they are about $30. Replace it and your problem should be fixed.
